How to adjust properly with one straps sewn on front?

No problem. There is a catch buckle on one side and and trap adjustments on both side. Took a little effort to adjust to shepherd puppy but fits snug and secure.

My dog neck is 14 inchs and chest is 19 ins. What size should I order?

Looks like a Small according to the size chart. With the adjustable buckles it's very easy to get it to fit just right. My pup is an extra small and I've been able to adjust it tighter after we've used it for a few months.
